)athers can no longer be entrusted with the custody of their daughters because the daughter have become their prey as their fathers see them as sexual partners worth of domestic rape. 7he country has experience­d an unpreceden­ted trend in domestic rape cases perpetrate­d by these fathers.

Some time back domestic rape was often committed by fathers under the guise of an authentic daughter virginity test before they are wedded to their suitable partners. 7he culprits, through their brutal sexual offences, seek to validate the fallacy that incest all municipali­ties in the country.

It is because of this misunderst­anding that at the annual meeting it was ex plained that the forum was not a meeting to look at expenditur­e variances of differ ent budget programmes.

Progress

&ouncillors do that every month through the finance committee, which is comprised of councillor­s and they review the progress of all the council’s programmes every month. 7his is almost is normal as it brings good luck to their daughters. 7he escalating rate of do mestic rape cases has been fuelled by certain families’ tendencies to protect the perpetrato­r mainly because he is the breadwinne­r and financial pillar of that family. law for their criminal offences as they bribe their relatives to keep domestic rape cases under wraps. 7he physical and mental trauma which comes back to haunt the survivors may stifle their progress in life and slow down the de velopment of their personalit­ies. 7he stigma attached to their personalit­ies tend to have permanent effects on the girls, who need intensive counsellin­g to rebuild their character.

$ number of these cases remain unreported for fear of victimisat­ion or because the survivor does not want to risk being disowned and ostracised by the perpetrato­r or family. Some are coaxed into protecting and absolving the rapists of such offences.
