CJD Investments awarded three EWSC contracts
MBABANE - CJD Investments has been enlisted as the best evaluated tenderer to be awarded three of the Eswatini Water Services Corporation (EWSC) contracts.
This was revealed by the Eswatini Public Procurement Regulatory Agency (ESPPRA) on their website.
The intention to award the company was published Monday and they are expected to begin executing the three contracts after a period of 10 working days, should they not be contested.
According to the regulator, EWSC was looking for a contractor for the rehabilitation of Woodlands treatment plant clarifier project, rehabilitation of Nhlambeni wastewater treatment plant clarifier and rehabilitation of Ezulwini wastewater treatment plant clarifier.
Contracts
EWSC intends to award CJD Investment all three contracts and they were worth E7 566 936.49 combined.
It is worth noting that for the rehabilitation of Woodlands wastewater treatment plant clarifier project, the contract was worth E2 087 76.72, for the rehabilitation of Nhlambeni treatment plant clarifier project, the contract was worth E3 722 425.98 and for the rehabilitation of Ezulwini wastewater treatment plant clarifier project, the contract was worth E1 756 763.79.
Also worth noting, is that the contracts EWSC intends to award CJD Investments were non-exclusive to local companies. This means that local companies were eligible for the request for proposals (RFPs), which only three companies submitted.

procurement of tenders in the Public Procurement Regulations, which states that local companies will be granted preferences in the evaluation of tenders in public procurement.
CJD Investments was competing with Biogass Swaziland (Pty) Ltd and Atlas Motors (Pty) Ltd for the three separate contracts.
The total evaluation score for the three companies were not revealed in the tender document but it was indicated that Atlas Motors (Pty) Ltd submitted bids for all three contracts.
Atlas Motors (Pty) Ltd was the highest responsive tenderer for the Ezulwini and Nhlambeni contracts and they did not submit pricing for other major items of the Bill Of Qualities (BOQs) for the woodlands contract

It was further stated that Biogas Swaziland (Pty) Ltd was the highest responsive tenderer for the rehabilitation of Woodlands treatment plant clarifier project, but EWSC intends to award CJD Investment.
EWSC was the procuring entity for the tender, which was approved by the authority of the Board.
ESPPRA requested the unsuccessful bidder to submit an application for review with the agency within 10 working days.
“All tenderers who submitted bids are hereby notified that a period of 10 working days is hereby allowed to for submission of any application for review”, said ESPPRA. The agency also mentioned that the tender does not constitute a contract.
