MBABANE – The Performanc­e Management System (PMS) is not a strategy to retrench civil servants, but aimed at improving service delivery in public service.

This was disclosed by senior management analyst Thulile Dludlu, yesterday during the launch of the PMS.

The PMS was launched by Principal Secretary (PS) in the Ministry of Public Service Sipho Tsabedze.

Tsabedze said the system will assist improve service delivery by measuring the output of all government employees. The PS urged the new ministries to embrace the system. The PMS was launched in 2020, in four ministries. Nine ministries were then added while yesterday, the eight remaining ministries were also roped in. This means all government ministries were rolling out the system.

Implementa­tion

“Let us drive-in the implementa­tion of the PMS. Like any new programme we might experience teething problems but if we work together it will be a success,” he said.

Dludlu on the other hand explained that the system would not be used to terminate people’s employment. Instead, it would revive civil servants to work accordingl­y and perform at their level best. The manager added that, through the system, managers and employees would be communicat­ing constantly, on challenges that may be the reason behind poor performanc­e of employees.

Further, she said it would reduce the element of bunking work because PMS will show if an employee was lagging behind.

Meanwhile, Management Analyst Cebile Khumalo decried the absence of strategic plans within government ministries. She said from the 13 government ministries and department­s that were enrolled in the PMS prior, they could not be implemente­d fully. She pleaded with government ministries to have internal strategic plans for their department­s.
