0atsebula reported that through a report referenced Ref A 9ol. ;,9 2 dated February 3, 2023, he notified the controllin­g officer that records from ERS revealed that the 0inistry of Agricultur­e had a 9A7 debt.

7he AG said the 9A7 debt related to ta[ periods dating from 20 to 2022, which was now a period of over five years. Also, he reported that the Royal Eswatini Police Service (REPS) had unremitted deductions of national provi dent fund and ta[es amounting to E 20 and unremitted ta[es worth E 2 .

Response

Furthermor­e, he reported that Par liament had an unremitted debt to the ENPF of E 220. 0. 0atsebula re ported that in response, the controllin­g officer submitted that the deductions worth E 220. 0 due to the ENPF had not been paid, since the transactio­n of transferri­ng such funds was managed by the 7reasury 'epartment, and Parlia ment was only tasNed with maNing the follow up to ensure that the deducted funds do reach the ENPF.

He said the controllin­g officer did not provide any evidence of prior follow up on this matter. Also, the AG reported that at the time of compiling this report, the matter had not been solved.

Also, the Private and Cabinet Offices had unremitted deductions of the ENPF amounting to E 0 under Centre 0 . 7he AG reported that he further advised the controllin­g officer that the deductions of the ENPF and ta[es should be remit ted to ENPF and ERS.

0atsebula said in response, the PS stated that the ministry made an effort to reconcile the provident and the pension fund, however, the process was put on hold and deadlines for submission­s were missed. He said the controllin­g officer further stated that the ministry eventually solved the anomaly in the ac count, and that the ministry balanced the account for ERS item. 7he AG said the non remittance of deductions deprived the beneficiar­ies of the ENPF and the pension fund from benefittin­g from their rightful contributi­ons.

Also, the 'eputy Prime 0inister¶s Office reported that there were unremit ted deductions in respect of the ENPF amounting to E 3 and civil serv ants and teachers pension deductions amounting to E 3 . . Also, he said the ta[es amounting to E3 2. , were not remitted to the ERS.
