Inyatsi awarded Nhlangano/Casino Road tender

NHLANGANO – Inyatsi Constructi­on has been awarded E26 million tender to rehabilita­te the damaged MR11 Road, between Nhlangano T-junction to Nhlangano Casino entrance; a stretch of 2.9km.

The exact figure is E26 135 639.23 and Inyatsi, according to the Principal Secretary in the Ministry of Public Works and Transport, Thulani Mkhaliphi, was awarded the tender as a lowest tenderer out of four other constructi­on companies namely; Roots Civils, Afri Civils, AG Thomas and Kukhanya Civil Engineerin­g.

According to Mkhaliphi, the award follows a limited tender that strictly invited Category C1 registered contractor­s to design and build solutions for the rehabilita­tion of the damaged MR11 Road. He said the tender applicatio­ns were open for a period of seven working days as permitted by the Eswatini Public Procuremen­t Regulatory Agency (ESPPRA) and the Eswatini Government Tender Board.

“The tenders were commission­ed by the ministry on February 9, 2023. The invitation strictly invited Category C1 Contractor­s to bid for the rehabilita­tion of the 2.9km long Nhlangano T-Junction (KaMjuda) – Nhlangano Sun Hotel (Nhlangano Casino) Road. Five of the seven constructi­on companies registered in the C1 category responded, with the exception of Stefanutti Stocks and Afrotim Constructi­on,” he said.

Opened

Mkhaliphi said the tenders were opened at the treasury building on February 17, 2023, wherein the opening results indicated that Roots Civils had said they would do the project for E26 724 008.52, Afri Civils E27 964 362.79, Inyatsi Constructi­on E26 135 639.23, AG Thomas E27 986 236.36) and Kukhanya Civil Engineerin­g at E40 350 164.14.

Thereafter, Mkhaliphi said they conducted an evaluation of all bids submitted, adding that the tender evaluation was conducted in three stages namely; preliminar­y evaluation, tender evaluation and financial evaluation.

He said that was carried out in alignment with the Procuremen­t Act of 2011 and Public Procuremen­t Regulation­s of 2020 and the outcome of the tender evaluation was that Inyatsi was ranked first place with an overall of 94.4 per cent, having scored 64.4 out of 70 per cent technical and 30 out of 30 financial. Afri Civils was ranked second place with an overall of 93.1, having obtained 65.1 of 70 per cent score in technical and 28 of 30 per cent in financial.

Compliant

On the third spot was Roots Civils with 82 per cent overall, while its technical score was 58.1 of 70 per cent and 24.5 of 30 per cent financial. “It is worth reporting that AG Thomas and Kukhanya Civil Engineerin­g did not make it to the financial evaluation as a result of not being fully compliant at preliminar­y and technical evaluation stages, respective­ly. As such, they were not evaluated at financial evaluation in line with the Public Procuremen­t Regulation­s of 2020,” he added.

The Minister of Public Works and Transport, Chief Ndlalulaza Ndwandwe, along with Principal Secretary Thulani Mkhaliphi toured the site two weeks ago, led by Senior Roads Engineer Menzi Mbingo.

The project started on Monday, March 17, and is expected to be completed by August 25 this year; a period of five months.

It was said by the PS that the new road width would be 9.3 metres. Inyatsi is also expected to construct a traffic circle at the Sikhonkhwa­ne Road/MR11/D59 (Nhlangano Farmers Training Centre – Zama) Road junction. He said the traffic circles shall be accompanie­d by a solar powered Apollo streetligh­t.

Also, there will be a constructi­on of up-tostandard junctions both at the Nhlangano Bus Rank access road and Makhwelela feeder road intersecti­ons along the Nhlangano T Junction –Nhlangano Sun Hotel (Nhlangano Casino).

“The scope also includes the installati­on of solar powered streetligh­ts from the Entabeni Guest House along the MR9 (Mhlaleni – Mahamba) Road to the Nhlangano Sun Hotel (Nhlangano Casino),” added Mkhaliphi.
