Student Loan Statement and Employment
From May 2022, students will be able to use the Fiji Revenue and Customs Service (FRCS) Taxpayer Online Service (TPOS) to obtain their student loan statement or to notify the Tax Service on the commencement of their employment.
In this week’s Tax Talk edition, we will discuss the following online processes:
1. Student Loan Statement
2. Notification - Commencement of Employment.
Student Loan Statement Process
Students on Tertiary Scholarships and Loans Services (TSLS) will be able to view and download their own loan statements through TPOS which will allow them to access real time information on their student loan account.
Notify Commencement of Employment (NCOE)
This process allows students to inform FRCS of their employment or business status.
The NCOE process enables students to start repayment when they begin earning income either as an employee or through other means such as setting up their own business.
Students are required to make student loan repayments when they start earning income. However, if they are unemployed, they can make repayments on a voluntary basis.
The idea of enforcing loan repayments once they start earning income is to encourage voluntary compliance. In addition, when students pay back their loans faster, they qualify for Accelerated Repayment Incentives (ARI). This means that if a student repays a certain amount of their loan within a shorter period, they may qualify for a loan discount.

Please note that the above process also requires students to login to TPOS with their user ID and password and then select the “Request Tile”.
Student Loan Deductions
Once the NCOE request has been submitted, FRCS will then assess the application and notify student of the outcome. If approved, the student is notified and advised to file a completed authority for salary deduction form to his employer. The employer is also advised to deduct the agreed amount from the student’s salary with immediate effect and make payments to FRCS.
On the other hand, where a NCOE request is rejected the student is notified accordingly to provide the missing information in a new NCOE request.
Updating of the student’s tax information

Where a NCOE request has been approved by the tax office, the student’s tax information is consequently updated based on the details provided in the application. The changes ultimately impact the master or original tax details of the student e.g. return type, filing obligations etc. which must take effect after an approval is issued.
