Loan assessment

BEFORE taking a loan for a company like FSC, who does the assessment on the amount to be borrowed and when can it be paid off?

I would just love to hear the comments from the FSC board that approved the EXIM Bank loan and also comment on what Vishnu Mohan said about the mismanagement of this $US55 million ($F120m) loan. SUKHA SINGH
