In 2001, the Council of Europe introduced the Common European Framework of Reference for Languages (CEF or CEFR). In German, this is the Gemeinsamer europäischer Referenzrahmen für Sprachen (GeR or GeRS). The aim of this framework is to standardize the levels of language learning and exams across Europe. It is applied by language schools and institutions of adult education, and is used by publishers in their coursebooks and other learning materials.
