A clear case of collusion

Dear Editor,

How is it possible that a state vehicle, an ambulance, no less, can be involved in illegal activities under the nose of the state institution it is assigned to? This is a clear case of collusion, maybe at the highest level. A review of systems and personnel is warranted.
