List of items requiring approval by local authorities
At a recent executive meeting of the State Council, China’s Cabinet, it was decided to further delegate the central government’s power to local authorities.
After the meeting, which was presided over by Premier Li Keqiang, it was announced that local governments will be given the power of approval for 53 administrative items, mainly covering business activities such as qualification certificates for private schools and business permits for cotton processing, that was formerly the central government’s.
The move aims to further streamline administration by reducing the certification and evaluation requirements especially at the central government level.
It is expected to create a fairer, more convenient and more transparent market environment.
Since 2013, a total of 230 administration items have been delegated to local governments.
The delegating to lower levels of government the power of approval for 14 of the 53 items will require further approval by the National People’s Congress Standing Committee as law amendments are needed.
In addition, another 20 agency-provided evaluation and certificate requirements will also be dropped, including areas such as railway facility construction and qualifications for legal professionals.
“Our reform in streamlining administration for leaner and more effective government is stepping into a crucial stage,” Li stressed. “All departments should seriously implement (the decision), and make sure to drop institutional costs for enterprises.”
