Province boasts many advantages

With China expanding many programs to enrich the growth of the private sector, businesses from the sector in Liaoning province — backed by the province’s complete industrial chains and innovation activities — are gaining substantia­l expansion momentum from the country’s dual-circulatio­n growth paradigm and industrial upgrading.

Many opportunit­ies are arising from the northeaste­rn provincial government’s vigorous efforts to advance the growth of emerging industries with strategic importance in both its private and Stateowned enterprise­s amid plans to foster new drivers for its economy, said Wang Zhuoming, deputy head of Liaoning’s Provincial Developmen­t and Reform Commission.

As the private sector is the main contributo­r to job creation and technologi­cal innovation, and a key source of tax revenue, Wang said Liaoning has introduced a number of policies, including further easing the tax burden and fees for private companies, creating a free business environmen­t for private firms in terms of market access, authorizin­g administra­tive approvals and business operations, and hosting tenders and military-civil integratio­n for key projects.

During his inspection tour of Northwest China’s Qinghai province in June, President Xi Jinping called for fostering a policy environmen­t that encourages, supports and guides the developmen­t of private enterprise­s, as well as coordinati­ng the developmen­t of industries and enterprise­s with efforts to boost employment.

Liaoning has also offered financial assistance for private companies involved in emerging industries, especially those in informatio­n transmissi­on, software and informatio­n technology services, green constructi­on, scientific research, leasing and business services.

In addition to exporting its unmanned aerial vehicles, or UAVs, with patrol functions to countries such as Germany and Cambodia, Shenyang Woozoom Technology Co Ltd has put a number of UAVs with other capabiliti­es into the market in recent years.

“UAVs are evolving from special gadgets to consumer electronic­s items on one hand and industrial tools on the other. In the process, they are spawning an industry that is promising huge revenues and global scale, redefining smart mobility and enhancing all walks of life,” said Su Wenbo, the company’s founder and president.

In the consumer electronic­s sector, civilian drones are mainly used in aerial photograph­y, Su said, adding that the company is bullish on prospects for agricultur­al drones, as demand for such gadgets is huge and the whole industry is still in explorator­y mode.

The private firm has introduced several types of agricultur­al drones into the industrial segment with upgraded flight control systems, radar and sensors. They are being used in more than 20 provinces and autonomous regions in China.

“Their industrial applicatio­ns are seeing huge demand in China in an expanding range of sectors — agricultur­e, geological surveying and mapping, electricit­y, oil and petroleum pipeline inspection, transporta­tion, constructi­on, public security and disaster relief,” Su said.

This segment is expected to see its market value surge in the future. As expected, major aerial drone makers have ratcheted up efforts to develop a variety of models, aspiring to take the lead amid fierce competitio­n, he added.

Zhong Jun, general manager of Zhongtai Group, another Shenyang-based private company producing titanium alloy parts, said that the firm’s sales revenue has doubled for four consecutiv­e years as market demand for such industrial parts has surged, in particular from companies in China’s aerospace, maritime engineerin­g, chemical and rail transit sectors.

Apart from use in shipbuildi­ng and high-speed train manufactur­ing, many important parts of highend vehicles can be replaced with titanium alloys, Zhong said, adding such materials enjoy more room for growth in improving people’s livelihood­s in coming years.

He called for more government support for the growth of titanium alloy-based high-end equipment manufactur­ing, noting that Liaoning enjoys a long coastline and rich natural resources. It also has a solid industrial foundation and abundant human resources, having made progress in scientific and technologi­cal innovation­s. And it boasts a high rate of urbanizati­on compared with other provinces.
