City thriving as hub of film and television
As a national cultural center, Beijing launched a new film and television production service mechanism on Tuesday to further support creative production, enrich people’s lives and stimulate market vitality.
Under the mechanism, both the municipal and district-level agencies will undertake film and television production services.
Specifically, the Publicity Department of the Beijing Municipal Committee of the Communist Party of China, Beijing Municipal Film Administration and the Beijing Municipal Radio and Television Bureau have established the Beijing Film and Television Production Service Center, a municipal film and television production service agency. At the district level, each publicity department has designated professional personnel to offer tailored services.
The municipal and district-level agencies will jointly provide information consultation and shooting coordination services for film and television production units. The former provides shooting resource information, service processes and answers related questions from the production crew; the latter mainly focus on providing services for the needs of the production crew regarding locations, transportation and other guarantees.
Film and television production units shooting in Beijing can download forms for different types of works such as movies, TV dramas, web dramas and web films from the official websites of the Beijing Municipal Film Administration or the Beijing Municipal Radio and Television Bureau, fill them out as required, attach the relevant materials, and send them to the designated email address.
Chaoyang district is the most concentrated area for Beijing’s film and television enterprises. Statistics show that nearly 500 film and television dramas have been filmed in Chaoyang. The district has formulated the Chaoyang District International FirstClass Film Production Base Construction Plan (2023-25) and launched the Chaoyang District Film and Television Shooting Service Manual.
Haidian district has established the first batch of film and television shooting lists based on its historical, cultural and university resources, built a film and television service center, and set up a rapid acceptance and approval mechanism for cultural preservation filming areas; and Tongzhou district has set up a film and television production service window, produced the Beijing City Sub-center Film and Television Production Service Manual and issued the Implementation Rules for Promoting the High-Quality Development of the Sub-center’s Audiovisual Industry. Home to a national-level film and television industry demonstration zone, Huairou district has attracted more than 1,700 film and cultural enterprises to settle there, with a cumulative production of over 4,000 film and television works.
Beijing, with its rich resources, inclusive culture and abundant talent, is the most dynamic city for the development of China’s film and television industry. The city has more than 20,000 film and television enterprises, covering various aspects of the film and television industry chain, including creative production, shooting, production and distribution, accounting for 40 percent of the national total. The output of films, TV dramas and various audiovisual works rank first in the country.
In recent years, a number of high-quality works such as The Battle at Lake Changjin, The Wandering Earth and The Age of Awakening have been released. Film and television enterprises have been intensively engaged in creative shooting activities in Beijing, with urgent service demands.
