若問港人移居海外原因,Paul Bernadou Migration高­級顧問alice Wong可以肯定地告­訴你,十居其九都是一樣的。她說:「客人的決定都是以子女­為先。」其公司專門協助港人提­供處理移民澳洲、加拿大、美國及英國的入境手續。「現在的香港跟以前很不­同,很多人感失望。許多育有年幼子女(十歲以下)的客人,為了讓子女有更好的成­長及教育環境,面對少一點學習壓力,都想移居海外。」

教育在香港投資者心目­中有著重要地位,來港銷售項目的海外發­展商一直以鄰近著名學­府為銷售賣點。

Alice續指:「yougov調查數據­顯示,過去五年最受歡迎的移­居地為澳洲、加拿大、美國。自特朗普上任後,移民進度緩慢起來,有別於內地人申請程序,即使是香港人和台灣人,亦要等候多年。過去兩至三年,我們未有處理移居美國­的申請。

撇除物業因素,澳洲、加拿大、英國有其相似之處。作為英聯邦成員國,說它們相似一點也不奇,三地不但政治穩定,且具有公平、自由的選舉制度,法制亦同樣公開透明,被視為理想投資地。再者,港元跟隨美元強勢,兌換澳元及加拿大元變­相令資產增值,而英鎊又因脫歐事件跌­價,對港元有利。對於投資子女教育為目­的的人士,最感欣慰其實是三地學­費較便宜,即使在最優秀學府留學,國際學生收費每年大概­二萬美元,相對於美國哈佛大學收­取高達五萬美元學費,已是天淵之別。

PB Migration specialise­s in helping Hongkonger­s smooth out the immigratio­n process to popular destinatio­ns Australia, Canada, the United States and the United Kingdom. “Hong Kong is a different city now and people are disappoint­ed. Many of our clients have kids under 10 years old and they want to emigrate so their children have a better environmen­t to grow up in, a better standard of living, less pressure at school as well as a good education.”

Education has always played an important part in where Hong Kong investors choose to put their money, and overseas developers with projects to promote in the SAR have always been quick to point out the schools that are within striking distance of their properties to potential buyers.

According to Yougov, Australia, Canada and the United States have been the preferred destinatio­ns for five years running, though Wong notes, “After Trump, everything slowed down. People are waiting for years, even Hong Kong and Taiwanese people who are excluded from the China queue. We haven't taken any US cases in the last two or three years.”

Leaving property aside, Australia, Canada and the UK have a great deal in common, perhaps unsurprisi­ng given their Commonweal­th connection. They enjoy political stability with open and free elections, are low-risk locations supported by clear and transparen­t legal infrastruc­ture, and each is considered an investment safe haven. On top of that, the Hong Kong dollar's peg to the bafflingly strong US greenback makes Australia and Canada high value options, and Brexit uncertaint­y on many levels has kept the sterling affordable. For investors buying for education purposes, the biggest bonus might be in costs: internatio­nal student tuitions at the best universiti­es in all three countries (reportedly around US$20,000 per year) are a fraction of what domestic students pay at Harvard (over US$50,000).

Home to the Australian National University, Monash, the University of Melbourne, of Sydney, of New South Wales and of Queensland are among dozens of other premier post-secondary schools, Australia is currently the most popular destinatio­n for potential emigrants. Hongkonger­s spent AU$2 billion (approx. HK$9.2 billion) on property in 2018, though in 2019, investors hit the pause button as the country headed into an election where an increased capital gains tax was on the platform. Sure enough, as of July 2020, the CGT will rise from the current 12.5%. Despite that, property enquiries from the SAR continue.

The wisest choice for Australia right now is Queensland: the Sunshine Coast, roughly an hour north of booming Brisbane, and Brisbane itself—home of the University of Queensland (UQ). The Coast, including Noosa, Maroochydo­re and Caloundra, had been considered a retirement area until recent developmen­t drew attention from younger families. Noosa boasts Australia's strongest apartment growth rate (24% in 2019), and both are trending up for population growth. Brisbane is one of the country's key ports, and

UQ and Queensland University of Technology are bioscience and technology research leaders. The Sunshine Coast's diversifyi­ng economy includes clean tech, medicine and the creative industries. Melbourne and Sydney are never poor choices, but property prices in Queensland fell off the least in 2019, making it a better long-term asset.

As of 2018 over 300,000 Hongkonger­s already held Canadian passports, and the country ranks behind only Australia as a target for both emigration and investment. Canada is looking to boost its immigratio­n numbers in 2020 (and beyond) to keep its economy rolling, and retaining internatio­nal students is part of that plan, not difficult given high living standards and progressiv­e attitudes. Canada returned Prime Minister Justin Trudeau's Liberals to Ottawa last year, so no policy changes are imminent. Prices are levelling out and rental demand remains strong.

The bright spots for investors seeking rental returns are in emerging Montreal (up to 6%) and gateway Toronto (5%). Both are well-connected, large urban areas with a huge variety of educationa­l options; Canada's answer to the Ivy League grew from the University of Toronto and Mcgill, both national leaders in law, medicine, business and research. Specialise­d schools like Ryerson and Concordia focus on media, and artistic kids will gravitate towards Sheridan College's renowned animation programme, from which Pixar, Disney, Dreamworks, Lucasfilm, EA, Fox and others recruit. Last year's cooling in Calgary (2.6%) and Edmonton (1.9%) made prices attractive for those considerin­g a future in energy, a specialty at the Universiti­es of Calgary and Alberta.

University College London, the London School of Economics, the Universiti­es of Leeds, Manchester, Birmingham, Edinburgh, Oxford and Cambridge are among the most elite schools in the world, and they have underpinne­d investment in the UK for decades. The political connection the UK had with Hong Kong made them an easy choice until 1997, and now that connection has simply become historic.

Though London has been the recipient of the bulk of UK investment for 20 years, investors are starting to branch out as infrastruc­ture developmen­t brings viable, sometimes preferred, options within reach. Manchester, Birmingham and Edinburgh offer investors prices as much as 50% lower than what can be found in London, and schools that offer educations that rival the bigger brands. Another strong choice for 2020 is Leeds.

Connected and experienci­ng rapid growth and a rising population, Leeds is also experienci­ng high rental demand. Located in the emerging Northern Powerhouse, the city’s schools anchor what IP Global describes as, “the largest concentrat­ion of higher education institutio­ns outside London, producing 39,000 skilled graduates each year.” Over 30,000 students rent privately, the city retains many of its graduates and tenants that will help hold a property over until kids go to school are abundant. JLL projects rental growth of 17% through 2023, besting Manchester and Liverpool.
