Govt iden­ti­fies 4 Mu­nic­i­pal Cor­po­ra­tions el­i­gi­ble for Smart Cities in state

Any projects of pri­vate de­vel­op­ers in­volv­ing over 100 acres of land and lo­cated in close prox­im­ity to a trans­porta­tion hub would qual­ify for in­cen­tives un­der the ‘Smart City Cen­tre’ scheme State gov­ern­ment in its draft hous­ing pol­icy states smarty city plan in Mum­bai Metropoli­tan Re­gion (MMR), it has iden­ti­fied sev­eral Mu­nic­i­pal Cor­po­ra­tions such as Thane Mu­nic­i­pal Cor­po­ra­tion, Mira-Bhayan­der Mu­nic­i­pal Cor­po­ra­tion, Kalyan- Dom­bivli Mu­nic­i­pal Cor­po­ra­tion, Va­sai- Vi­rar Mu­nic­i­pal Cor­po­ra­tion, etc., which fit within the el­i­gi­bil­ity cri­te­ria of ex­ist­ing city with a pop­u­la­tion be­tween 1-4 mil­lion. It is pro­posed that all satel­lite towns within MMR lim­its, will be ear­marked as the prime can­di­dates within Ma­ha­rash­tra for be­com­ing smart cities. MCGM will also un­der­take its own ‘Smart City Ini­tia­tives’ si­mul­ta­ne­ously. For any projects to be clas­si­fied as a ‘Smart City Cen­tre’ in these satel­lite towns, it should be lo­cated within the Mu­nic­i­pal Cor­po­ra­tion limit of the re­spec­tive Mu­nic­i­pal Cor­po­ra­tion and should be within the de­vel­opable zone and its ex­ist­ing De­vel­op­ment Plan and also should be within rea­son­able dis­tance of not more than 1-2 km’s from trans­porta­tion hubs such as rail­way sta­tions, etc. An im­por­tant thrust of the ‘Smart City Cen­tre’ pro­ject would be the con­cept of walk to work and also cre­ation of af­ford­able hous­ing within the smart city cen­tre pro­ject. Also any projects of pri­vate de­vel­op­ers in­volv­ing over 100 acres of land and lo­cated in close prox­im­ity to a trans­porta­tion hub would qual­ify for in­cen­tives un­der the ‘Smart City Cen­tre’ scheme. The de­vel­op­ers with over 100 acres of de­vel­opable residential/ com­mer­cial zone land si­t­u­ated in MMR lim­its would be en­ti­tled to form a joint ven­ture for de­vel­op­ment of the land with MHADA. This joint ven­ture will not en­tail any trans­fer of land to MHADA, author­i­ties will only be the fa­cil­i­ta­tor and Spe­cial Plan­ning Au­thor­ity (SPA). The joint ven­ture will en­tail an agree­ment be­tween the devel­oper and MHADA to de­velop the land un­der which the devel­oper will be en­ti­tled to FSI of 4.00 on gross plot area in­clud­ing roads,
