Both countries are working on a framework for fair competitio­n and IP protection that could reduce America’s $375 billion annual trade deficit with China. Meanwhile, Chinese telecom giant ZTE, hit with the US sanctions, might be able to purchase US components again on certain conditions. China, too, has approved the sale of Toshiba’s chip business to a group led by the US-based Bain Capital.
