Air cargo con­nec­tiv­ity, on a par with pas­sen­ger con­nec­tiv­ity un­der the RCS in the civil avi­a­tion pol­icy, should be brought un­der the armpit of the gov­ern­ment pol­icy to make op­ti­mum util­i­sa­tion of the created ca­pac­ity. Cre­ation of bet­ter in­fra­struc­ture at air­ports with ad­e­quate cargo han­dling ca­pac­ity for ex­ports and im­ports, en­hance­ment of fa­cil­i­ties for the mul­ti­modal trans­porta­tion of goods. Cre­ation of good road in­fra­struc­ture for the speedy move­ment of goods from in­dus­trial hubs to air­ports, upgra­da­tion of air­ports in Tier II and Tier III for op­er­a­tion of larger air­craft di­rectly from these cities to do­mes­tic/in­ter­na­tional mar­kets. Cus­toms in­ter­ven­tion in the clear­ance pro­cesses should be elec­tronic, sim­pli­fied and sur­veil­lance-ori­ented.
