At a consumer forum in Indore, the complainan­t contended that when allotment of a house was done through a draw of lots and depended completely on the luck of the allottee, the housing board could not charge more for corner plot or for any best location.

In this case, the housing board had asked the allottee to pay 10 per cent extra for a corner plot and five per cent extra for best location – the privilege that came to the complainan­t out of his sheer luck in the draw of lots. After a thorough hearing, the district consumer disputes redressal forum passed an order in favour of the complainan­t and directed the board not to levy the extra charges.
