Telcos will col­lect Aad­haar num­ber for is­su­ing new SIMs

The Depart­ment of Tele­com (DoT) has asked all mo­bile op­er­a­tors to col­lect Aad­haar num­ber along with the cus­tomer ap­pli­ca­tion form for is­su­ing new con­nec­tions and store the unique iden­ti­fi­ca­tion num­ber in their data­base. The DoT has also asked the op­er­a­tors to amend their data­base in two months for adding the Aad­haar num­ber.

Ac­cord­ing to DoT sources, the di­rec­tive will be ap­pli­ca­ble in all cases ir­re­spec­tive of whether the mo­bile con­nec­tion is is­sued by tak­ing Aad­haar card or any other doc­u­ment as proof of iden­tity and proof of ad­dress. The gov­ern­ment is also work­ing with all stake­hold­ers in re­solv­ing the is­sue re­gard­ing use of Aad­haar card as proof of ad­dress for procur­ing new SIM cards in its pro­posed on­line ver­i­fi­ca­tion sys­tem.

“The is­sue re­gard­ing use of Aad­haar card as proof of ad­dress for procur­ing new SIM cards in its pro­posed on­line ver­i­fi­ca­tion will be in place in next two months,” Depart­ment of Elec­tron­ics and IT (De­itY) Sec­re­tary RS Sharma has said. The home min­istry had raised mul­ti­ple con­cerns over us­ing UIDAI num­ber as an ad­dress proof in the DoT’s pro­posed on­line ver­i­fi­ca­tion sys­tem, cit­ing pos­si­ble is­sues in the sup­port­ing Aad­haar data.

The home min­istry had ex­pressed un­cer­tainty over sup­port­ing doc­u­ments sub­mit­ted by peo­ple as proof of iden­tity and proof of ad­dress for get­ting the Aad­haar num­ber in the first place. The min­istry had also raised con­cern over in­volve­ment of for­eign ven­dors by UIDAI for stor­ing data and sug­gested au­dit of data se­cu­rity.

Pen­sioner can now dig­i­tally pro­vide proof of ex­is­tence

A pen­sioner can now dig­i­tally pro­vide proof of his ex­is­tence to au­thor­i­ties for con­ti­nu­ity of pen­sion ev­ery year in­stead of hav­ing to present him­self phys­i­cally or through a Life Cer­tifi­cate is­sued by spec­i­fied au­thor­i­ties. This will be en­abled through the Jee­van Pra­maan scheme, an Aad­har-based Dig­i­tal Life Cer­tifi­cate for pen­sion­ers.

“The pro­posed dig­i­tal cer­ti­fi­ca­tion will do away with the re­quire­ment of a pen­sioner hav­ing to sub­mit a phys­i­cal Life Cer­tifi­cate in Novem­ber each year, in or­der to en­sure con­ti­nu­ity of pen­sion be­ing cred­ited into his ac­count,” a PMO state­ment said.

The Depart­ment of Elec­tron­ics and IT has de­vel­oped a soft­ware ap­pli­ca­tion that will en­able the record­ing of the pen­sioner’s Aad­har num­ber and bio­met­ric de­tails from his mo­bile de­vice or com­puter, by plug­ging in a bio­met­ric read­ing de­vice.

Key de­tails of the pen­sioner in­clud­ing date, time and bio­met­ric in­for­ma­tion will be up­loaded to a cen­tral data­base on real-time ba­sis, ul­ti­mately en­abling the pen­sion-dis­burs­ing agency to ac­cess a Dig­i­tal Life Cer­tifi­cate. This will con­clu­sively es­tab­lish that the pen­sioner was alive at the time of au­then­ti­ca­tion, the state­ment said.

At present, 50 lakh in­di­vid­u­als draw pen­sion from the cen­tral gov­ern­ment alone. A sim­i­lar num­ber draw pen­sion from state and union ter­ri­tory gov­ern­ments. Sev­eral PSUs also pro­vide pen­sion ben­e­fits, while over 25 lakh re­tired per­son­nel draw pen­sion from the armed forces.
