Section 42 (3)

This section primarily gives details on provisions of ‘open access’. If an applicatio­n is made by a consumer to a distributi­on licensee for supply of electricit­y in a particular area, such distributi­on licensee can request another distributi­on licensee in the area to provide it a network to wheel electricit­y to the consumer.

Section 43

If in a particular area the local authority has its network and it does not permit wheeling of electricit­y by sharing its network with the other distributi­on licensee, then another distributi­on licensee will have to provide electricit­y from its own network. For this purpose, the licensee has to lay down its network if required in order to supply electricit­y to a consumer seeking supply. The provision of ‘open access’ empowers consumers with the right to get supply from a company other than the distributi­on licensee of their area.
