In 2002, an im­por­tant amend­ment in Con­sumer Pro­tec­tion Act cleared a ma­jor con­fu­sion that was re­sult­ing in a num­ber of con­flict­ing judge­ments be­ing passed by the Na­tional Com­mis­sion and high courts.
