Penalty required

I appreciate DC’s efforts to highlight the adverse effects of urinating in public by irresponsible men who disregard the presence of women. However, we all agree that when our bladder is full, there is no option but to empty it. Men can urinate in public places. It has been observed that pay-and-use toilets are seldom used by men since they do not want to pay and prefer to urinate in the open. They should be punished.
