The E-challan system will be implemente­d across the state in a week’s time. It has already implemente­d in 18 units (districts and commission­erates) and will be launched in another nine units.

The e-challan system works on a single database for the state so that a traffic violation anywhere in the state will be registered and challan issued.

This ‘non-contact’ system does away with arguments with traffic cops on whether an offence was committed or not.

The system was implemente­d in Hyderabad in November 2015 by the present DGP Mahender Reddy, who was then commission­er of city police. If it is implemente­d throughout the state, Telangana will be the first state in the country to do so.

In this system, traffic cops don’t stop the vehicle on the road but take a picture of the vehicle violating the traffic rule, and post the challan or ticket to the owner’s address registered with the RTA. The vehicle owner has to pay the amount at a Mee Seva, online or through a bank.

To check whether the offender had a pending challan, a push down automaton (PDA) machine was used, but now the database has been uploaded on the ‘TSCOP’ app, so policemen take the picture with their smartphone­s.

Nalgonda superinten­dent of police, A.V. Ranganath, said, “We have started the E-challan system from January 1, 2019. As part of cashless enforcemen­t, traffic police in Nalgonda are imposing fines through E-challans. We have also distribute­d tabs to traffic cops. Whoever violates the traffic rules will get an E-ticket and within a week will have to pay the fine. If there are any pending challans we will issue legal notices to the violators and seize the vehicles.”
