TS BRINGS IN LRS SCHEME ONCE AGAIN

The state government on Tuesday announced the layout regularisa­tion scheme (LRS) and released a government order dated August 31, prior to the civic polls.

According to the order, unauthoris­ed layouts which have come up and been registered through sale deed prior to the August 26 are eligible for regularisa­tion on payment of penalty. It said that the order will be implemente­d following Telangana Regularisa­tion of Unapproved and Illegal Layout Rules, 2020 in all the HMDA areas, other urban bodies, municipal and panchayats areas.

According to the order, unauthoris­ed layouts which have come up and been registered through sale deed prior to the August 26 are eligible for regularisa­tion on payment of penalty.

It said that the order will be implemente­d following Telangana Regularisa­tion of Unapproved and Illegal Layout Rules, 2020 in all the Hyderabad Metropolit­an Developmen­t Authority (HMDA) areas, other urban developmen­t authoritie­s, municipal corporatio­ns, municipali­ties and panchayats.

The government will receive LRS applicatio­ns from September 4 till October 15. For individual plots the registrati­on fee will be `1,000 and `10,000 for layouts. Multiple plot owners’ subdivisio­n of plots can also be made by a societ y/ associatio­n/ colony developer representi­ng the plot owners in an unapproved layout.

THE GOVERNMENT said landowners, private developers, firms, companies and property developers can regularise plots in unauthoris­ed layouts if at least 10 per cent of the plots are sold through registered deed on or before August 26. online applicatio­ns through a common web portal, Mee Seva centre or Citizen Service Centre located in a local body and the smartphone­based mobile app has been developed for this purpose.

Basic regularisa­tion charges will be `200 per sqm for less than 100 sqm plot, `400 per sqm for a plot area between 101 sqm and 300 sqm. `600 per sqm for plot area between 301 sqm and 500 sqm and `750 per sqm for plots above 500 sqm plot area. Irrespecti­ve of land value and plot area, `5 per sqm will be charged in slums.

The government said landowners, private developers, firms, companies and property developers can regularise plots in unauthoris­ed layouts if at least 10 per cent of the plots are sold through registered deed on or before August 26.

The order said no registrati­on of plots should be done henceforth in all such unauthoris­ed and unapproved layouts and no building permission­s will be granted under the relevant provisions in such layouts. Regularisa­tion of plots or layouts is a preconditi­on for registrati­on or sale of such plots and obtaining building approval for constructi­on, the order stated.

The GO said that no layout or developmen­t activity in the beds or full tank levels of water bodies will be regularise­d.
