Revise ‘outdated’ HMDA master plan, says Kishan

MoS writes to KCR; says farmers interests not considered

Union Minister of State for Home Affairs G. Kishan Reddy on Thursday wrote a letter to Chief Minister K. Chandrashe­kar Rao on the need to review the HMDA master plan to make it relevant to the current requiremen­ts.

He said many complaints had come to his notice that the developmen­t plans in HMDA were not being implemente­d as expected by the government.

The Union Minister opined that the scope was large and people were suffering due to a lack of proper understand­ing at the field-level or coordinati­on with the concerned local bodies.

farmers had also brought to his notice that the master plan was not in their favour and their interests were being damaged in terms of converting the lands into different zones. He noticed that the farmers have to wait for a long time to convert their lands to other zones like residentia­l, industrial and commercial. He said that this is creating an opportunit­y for illegal constructi­ons.

He recalled that after the formation of Telangana, the government had repeatedly said that it would review the HMDA master plan and formulate a comprehens­ive master plan in favour of the farmers and stated that this was not even a costly affair. He said there was a need to make changes keeping in mind the best interests of farmers and poor and middle class people.

Reddy expressed the opinion that farmers felt that it would be beneficial to convert all lands in the Outer Ring Road area into residentia­l and zonal areas except lands related to environmen­tal protection. He mentioned that there was a need to form a joint operation involving local organisati­ons in order to curb illegal constructi­ons.

Kishan Reddy stated that they want to see an effective implementa­tion of DPMS for building permits. He said steps should be taken to construct bridges at Ghatkesar, Gowdavalli, Nagulapall­i and Shamshabad on the ORR service roads where railway lines meet. He sought an early completion of all radial roads.

The Union minister stressed the need to complete service roads in Rajendrana­gar, Shamshabad, Narsinghi, Patan Cheru, Shambipur and other places. He demanded immediate repairs to the main ring road and service roads. He said that planting trees and removing shrubs on ORR dividers should be done in a proper manner.
