Govt calls all party meet ahead of Win­ter Ses­sion

New Delhi: The Union gov­ern­ment has called an all­party meet­ing on Mon­day ahead of the Win­ter Ses­sion of Par­lia­ment to build a con­sen­sus for smooth func­tion­ing of the two Houses. At the cus­tom­ary ses­sion-eve meet­ing called by the Par­lia­men­tary Af­fairs Min­istry, the Prime Minister usu­ally lists the gov­ern­ment’s agenda and seeks the Op­po­si­tion’s sup­port for smooth trans­ac­tion of of­fi­cial busi­ness. This would be the last full-fledged Par­lia­ment ses­sion be­fore the Lok Sabha polls.

First day of the ses­sion, which starts on De­cem­ber 11, will see obit­u­ary ref­er­ences to for­mer prime minister Atal Bi­hari Va­j­payee and in­cum­bent par­lia­men­tary af­fairs minister Ananth Ku­mar.

While the ses­sion will go on from De­cem­ber 11 to Jan­uary 8, the House pro­ceed­ings are likely to see 15 work­ing days. As many as 46 bills are to be taken up dur­ing the ses­sion.

The re­sults of the Assem­bly elec­tions, in which both the rul­ing BJP and the Congress have high stakes, are bound to cast a shadow on par­lia­men­tary pro­ceed­ings. The re­sults of polls in Mad­hya Pradesh, Ra­jasthan, Ch­hat­tis­garh, Te­lan­gana and

Mi­zo­ram would be out on De­cem­ber 11, when the ses­sion be­gins.

Of these, the gov­ern­ment will stress on the pas­sage of the ‘triple talaq’ bill, which has been passed in the Lok Sabha and is pend­ing in the Ra­jya Sabha. The gov­ern­ment had pro­mul­gated an or­di­nance to make the prac­tice a pe­nal of­fence.

Other Bills in­clude the Anti-traf­fick­ing Bill, which has been passed in the Lok Sabha, and the POCSO

Amend­ment Bill.

The gov­ern­ment also wants the In­dian Med­i­cal Coun­cil amend­ment or­di­nance and the com­pa­nies amend­ment or­di­nance to be passed as bills in this ses­sion.

The Op­po­si­tion had called for an all-party meet on the same day. They are meet­ing at 3pm in the Par­lia­ment An­nexe. On top of the Op­po­si­tion’s agenda will be Rafale deal, agrar­ian cri­sis, and the in­fight­ing within the CBI.
