Ad­di­tion­ally, in some states, the re­view found the prob­lem of over-staffing. For in­stance, 805 peo­ple in Na­ga­land were em­ployed for 252 posts sanc­tioned by the Cen­tre, while in Ut­tar Pradesh 784 peo­ple were work­ing for 450 sanc­tioned posts.
