Can a film provoke action?

This is regarding the review "Feel the bitter winds"(16-31 December, 2017) of the flm Kadvi Hawa. The director, Nila Madhab Panda is right about encouraging a new sense of enterprise through farming. China had done the same to reduce poverty. Growth in manufacturing helped in making agriculture successful and lowering poverty on a national scale. The question is can India think the same way?
