Interactive Session on Women Entrepreneurship Policy and MSME Ecosystem in Maharashtra
FICCI Maharashtra State Council, along with FICCI-FLO Mumbai chapter, organised an interactive session with Subhash Desai, Minister for Industries & Mining, Government of Maharashtra, on 11 September 2018 in Mumbai, on Women Entrepreneurship Policy and MSME Ecosystem in Maharashtra.
Desai shared the salient features of the Women Entrepreneurship Policy of Maharashtra and financial benefits and assistance provided under the policy, which is applicable to those businesses that are 100 per cent owned by women.
FICCI-FLO members suggested that state government under this policy should provide reserved plots for women as getting land in Maharashtra, especially in Mumbai region, is a big challenge. Safety of women was another issue, which is an important aspect to encourage woman to take up entrepreneurship.
FICCI-MSME members suggested that recovering money from state government departments was becoming a big challenge and unlike private companies, which are subjected to audit, government departments are not subjected to strict audit norms and, therefore, timelines of 45 days credit is never followed by the state government. Therefore, to ensure timely payments to MSMEs, the government should take adequate measures for encouraging procurement from MSMEs. The members also suggested that there is a need to organise capacity development and awareness programmes to make MSMEs aware of the MSE Facilitation Council and their role in resolving delayed payment cases.
The members opined that bank loans to MSMEs are one of the biggest challenges faced by entrepreneurs and even schemes like Unnati started by the state government along with banks are not helping the MSMEs enough and further promotion among the stakeholders is needed to efficiently utilise such schemes.
Desai suggested opening of a facilitation cell at FICCI office to periodically interact with the state government officers, who will help in resolving pending issues of FICCI members. Jaspal Bindra, Chairman, FICCI-MSC, agreed to the minster's suggestions and assured to open a facilitation cell at FICCI office at the earliest.
