‘Officers should create friendly work culture in respective depts’

CHANDIGARH: Punjab chief secretary and Mahatma Gandhi State Institute of Public Administra­tion (MGSIPA) director general Sarvesh Kaushal on Friday exhorted civil servants to dedicate themselves to citizens.

“Be efficient administra­tors, adopt positive thinking, receive knowledge from dif ferent sources, and above all, be good human beings,” Kaushal said while inaugurati­ng the fourth in-service training programme for the IAS, IFS and PCS officers from different parts of the state at the MGSIPA.

“Officers should create a friendly work culture in their respective department­s that should be visible and reflected in their day-to-day working,” he said while urging the participan­ts to take benefit of the MGSIPA’s training programmes and keep themselves updated. Around 70 officers from the IAS, IFS and PCS participat­ed.

Bhure Lal, former IAS officer and chairman, Environmen­t Pollution Control Authority, New Delhi, held a technical session on environmen­tal challenges.

VK Bansal, professor emeritus, Department of Laws, Panjab University, Chandigarh, in his talk, focused on the contempt of court, its scope, scope of various courts and their powers to punish for the contempt.

Hindustan Times senior resident editor Ramesh Vinayak, while interactin­g with the young officers, said the presence of the media in all spheres of life ensured continuous interactio­n between the bureaucrac­y and the media.

The media in our country is the medium for upholding social interest and a powerful tool to expose the rot in different institutio­ns and society in general, he said. “It is for the media to cleanse itself of unnecessar­y and unsavoury trends,” he said, adding that media management is a myth and the need of the day is ‘engagement with the media’ in the right spirit.

Moloy Sanyal, deputy director, Institute of Secretaria­l Training and Management, New Delhi, focused on acquaintin­g the participan­ts with the art of formulatin­g a good draft. “Neutrality, objectivit­y and temperate language is essential features of a good note and it should be based on evidence,” he said.
