In both the old deal under the UPA and the new one under NDA, it points out, the so-called benchmark price was fixed unrealisti­cally, lower by 47% and 57% from what would be the lowest bid eventually. The Air Staff Qualitativ­e Requiremen­ts were defined too narrowly. And the India Specific Enhancemen­ts cited in both deals aren’t really India specific and the IAF didn’t actually want some of them.
