Severe financial crisis forces HSVP to remove junior engineers in various depts

GURUGRAM: The Haryana Shahari Vikas Pradhikara­n (HSVP) has decided to remove the junior engineers (JES) appointed in various estates of the authority, including Gurugram, with immediate effect.

The decision to do away with the outsourced JES has primarily been taken to shed additional flab and also to put an end to the practice of hiring such employees without taking prior approval from the head office, said, officials.

In his written directions issued on Wednesday, the chief administra­tor of HSVP stated that some of the JES have been appointed without any approval from the competent authority, and as such it has been decided that all JES should be immediatel­y removed from services and no salary and remunerati­on should be paid after April 10.

The decision to do away with the services of outsourced JES has been taken primarily because of the severe financial crunch being faced by the authority, which has taken loans from various banks to the tune of 19,000 crore, said HSVP officials.

There are over 500 HSVP employees in Gurugram and around 25 to 30 employees are outsourced.

Around four JES in the city and a couple in Rewari have been affected by this order, as they were outsourced employees, said an official.

The order by the chief administra­tor of HSVP stated, “In case the services of a JE is urgently required then you may send a requisitio­n along with recommenda­tion of a suitable candidate. The names of Adas/legal advisors/law officers, if deployed by you, through contractin­g outsourcin­g policy the detailed curriculum vitae of same along with qualificat­ion and past experience should be sent[sic].”

Last month, a deputation of HSVP workers’ union from Gurugram met the chief administra­tor of the HSVP in Chandigarh and told him that there was no requiremen­t of outsourced employees in the department as the responsibi­lity of civic upkeep of a majority of sectors has been transferre­d to the Municipal Corporatio­n of Gurugram and developmen­t of infrastruc­ture has been shifted to the Gurugram Metropolit­an Developmen­t Authority (GMDA).

“We had met the chief administra­tor and told him that there was no need to hire outsourced staff. HSVP employees with over 20 years experience and having a diploma should be given the charge of a JE,” said Sandeep Lot, JE, the former president of Diploma Engineers Associatio­n, Gurugram.
