ORGANISERS ARE SOLELY TO BLAME

The organising committee is solely to blame. Trains were running on track and following their routine fixed schedule. Organisers were negligent on not barricading the track and not putting notices about the active rail track. That is what exposed the audience and caused this tragedy.
