Raj slips in PM’S housing performance rankings
BARMER: Rajasthan has slipped by four ranks, from third to seventh, as per the latest ‘performance index’ of the Prime Minister’s housing scheme released by the Union rural development ministry.
The performance index, based on the execution of PM housing scheme in respective states, ranks states on the basis of various parameters such as seeding of Aadhaar details of beneficiaries (online updation of Aadhar details of beneficiaries in Awassoft app), updation of permanent waiting list (PWL) on the ‘Awaassoft’ portal and completion of pending houses from previous years.
Beneficiaries are required to complete the house within a period of one year, after the release of the first installment and authorities are responsible for monitoring the progress.
It gives 5 percent points for mason training, 7.5 percent for uploading of gram sabha resolution, 7.5 for PWL updation, 10 for Aadhaar Seeding of beneficiaries, 5 for houses sanction, 7.5 for release of first installment, 15 for second installment and 17.5 for third installment and 25 per cent points for completed houses,
Rajeshwar Singh, additional chief secretary of the rural development and Panchayati raj department has written a critical letter to all district collectors after the fall in the rankings. The state at the third spot in 2018-19.
“Despite repeated directions in this regard, progress has not been made, which is unfortunate, Singh wrote in the letter.” Singh further wrote that, “You are again directed to take action accordingly while reviewing the parameters of the scheme for improvement in the ranking.”
According to the information, Rajasthan failed to achieve the target of seeding of Aadhaar details of beneficiaries, which led to the loss of 1.48 points in the ranking. Besides, proposals of
Permanent Waiting List (PWL) were not uploaded on ‘Awaassoft’ which led to a fall of another 0.04 points, another 0.02 points was docked for not uploading PWL on ‘Awaassoft’.
The letter shows that 0.05 points was reduced for not completing 19616 houses, which were pending more than one year.
The additional chief secretary wrote that rankings were affected as chief executive officers of the districts did not upload all these information regarding the registered beneficiaries on ‘Awaassoft’, which has directly affected the state’s ‘performance index’
Official data of ‘performance Index’ revealed that this time during 2019-20 Rajasthan stood at the seventh place with a score of 91.76 percent under various parameters.
It got 0 points in mason training, 7.47 for the uploading of gram sabha resolution, 7.48 for PWL updation, 8.43 for Aadhaar Seeding of beneficiaries, 4.99 for houses sanction, 7.48 for release of first installment, 14.79 for second installment, 16.92 for third installment and 24.25 for completed houses.
