Make ventilators functional right away

Ventilators sent to states under the PM Cares Fund must be made functional immediately by rectifying the glitches, if any, and by immediately training the health staff who could operate these machines. It is so sad that the public is bearing the brunt of the government apathy, inefficiency and red tape even amid a pandemic crisis.
