Programme (action to achieve Paris

Agreement goals) of Nov 11 includes options on the scope and duration of the work programme, as well as on who would be responsibl­e in carrying out the programme among others.

A major contention is that rich countries have said top 20 emitters have to take on similar mitigation efforts which goes against the principle of equity under Paris Agreement.

Setting sectoral targets is being opposed by several developing country groups including the Like-minded Developing Countries (LMDC), the Arab Group, and Argentina, Brazil, Uruguay (ABU), who argue that the NDCS of Parties are nationally determined. Developing countries are pushing that historical emitters take on net negative emissions targets by 2030.

“Historical emissions are completely being ignored. They are trying to push top 20 emitters but first we should see per capita emissions and also the range of emissions compared to historical emitters like US,”

said an Indian delegate.
