Ahead of elections, DDA plans relief for defaulters

NEW DELHI: With the Lok Sabha elections round the corner, the Delhi Developmen­t Authority (DDA) plans to bring in measures to provide relief to several flat owners in Delhi.

The land developmen­t agency is going to provide major relief to allottees who got flats on hire-purchase basis but defaulted on payments. Relief is also in the offing for property owners, who couldn’t convert their property titles from leasehold to freehold and are now liable to pay huge misuse charges. The decision is going to provide relief to thousands of Delhiites.

The decisions were taken in the authority’s meeting on Monday, which was presided by Delhi Lt Governor, Najeeb Jung, who is also the DDA Chairman.

To provide relief to the allottees of hire-purchase flats, who could not make payment of monthly installmen­ts on regular basis, a fresh Penalty Relief Scheme has been approved. The DDA will provide 25% rebate to applicants who want to clear all their outstandin­g dues in one go. The scheme will be in operation for six months from the date of announceme­nt. Till 1992, many flats were allotted by DDA on hire-purchase basis, in which the allottees could pay the amount in installmen­ts.

DDA’s another decision will relieve those who have been unable to convert their flats from leasehold to freehold and were liable to pay heavy misuse charges, which at times exceeded the cost of the plot or flat. It was decided that as a one-time relief a scheme will be launched wherein the maximum the period for levy of misuse charges will be restricted to five years from the date of detection of the misuse. This will help people seeking conversion to pay misuse charges and get their properties converted speedily.

For those persons whose leases had expired and are mostly in Karol Bagh, Darya Ganj and Pahar Ganj, these properties cannot be converted into freehold.
