NEW DELHI: The East Delhi Municipal Corporation (EDMC) informed the Delhi high court on Friday that over 2,000 sanctioned posts of teachers, out of 6,023, are lying vacant in schools run by the civic agencies in the national capital.

“332 out of 365 posts of special educator, 125 out of 323 posts of nursery teacher and 1,653 out of 5,335 posts of primary teacher are vacant,” the EDMC said.

The corporation has disclosed this in an affidavit filed before justice Manmohan, who was hearing a plea seeking to initiate contempt proceedings against the AAP government and municipal corporations for not complying with a court order to fill up vacancies of over 26,000 teachers in their schools.

The EDMC also stated that in September 2015, it forwarded the requisition of teachers to SDMC.

The petition said there are “as many as 26,031 (this does not include 9,000 posts created by Delhi government in 2015) vacant posts of teachers” in the schools run by the Delhi government and the three corporations.

There was also a sighting of a “bluish colored object” over Thimphu, the capital of Bhutan, at 9.30 pm on February 21, 1968. It moved at “high speed without any noise” and had enough light to “brighten the area”.

The report gives no insight into what CIA experts made of these sightings. It also does not mention what happened to the object that disintegrated in Kaski region of Nepal.

Following a raft of UFO sightings in the late 1940s and early 1950s, the CIA even considered what it called the “man from Mars - space ships - inter-planetary travellers” theory but it concluded in a 1952 report: “Even though we might admit that intelligent life may exist elsewhere and that space travel is possible, there is no shred of evidence to support this theory at present.”

The scientific advisory panel formed by the CIA worked with the Air Technical Intelligence Centre to analyse evidence of UFO sightings and to assess the “potential dangers to national security”. After a round of meetings in January 1953, the panel concluded the evidence on UFOs “shows no evidence that these phenomena constitute a direct physical threat to national security”.

Despite this, the CIA continued tracking UFO sightings. The declassified documents have reports of sightings between the early 1950s and late 1960s in South Korea, Iran, Morocco, French West Africa, Kazakhstan, Spain, Uruguay, and Russia.

Admissions to the MTech programme take place through the Graduate Aptitude Test in Engineering (GATE), the score for which is also used by PSUs for recruitment.

“IITs such as Delhi, Bombay and Madras are particularly hit by the midway desertion as their students usually get better score in the GATE,” an official said.

The issue of desertion was also discussed in a meeting of the IIT council chaired by HRD minister Prakash Javadekar in August.

“A lot of time, money and energy are invested in the M Tech programmes. IITs are premier institutes, and there is a long waitlist for getting into them. If students leave midway, the seats go vacant,” said a senior official on the condition of anonymity.

At the Mumbai meeting, held at IIT Bombay, it was also discussed that a common admission portal (CAP) could be introduced. The CAP will have several elements including a ‘common time window’ so that students selected for MTech and PSUs could pick their options on the same platform and it would get communicated to both the parties.

This will help students to choose between jobs at the PSUs and pursuing further study, leaving the vacant seats to others in the queue.

A clash occurred between both the parties and equipment was vandalised.

“Later after the police came in, a meeting was organised between us and the filmmakers. As of now, Bhansali has assured us that there are no intimate scenes in the film. But we won’t tolerate the distortion of history and will only be assured after seeing the film,” said Kalvi.

Kalvi added that the outfit will further protest if historical facts are distorted in the film.

“After getting news of the clash at Jaigarh Fort, a large number of police personnel were deployed at the spot to maintain law and order. As of now, no case has been lodged by any of the parties,” said deputy commissioner of police (north) Anshuman Bhomia.

Bhomia said it is being investigated whether any firing took place.

The movie, which is being directed by Bhansali stars Ranveer Singh, Shahid Kapoor and Deepika Padukone playing Alauddin Khilji, Rawal Ratan Singh and Rani Padmini.

The party has also promised free education till the PhD level for girls from economically weaker sections as well as jobs for every family.

The Congress took a dig at Modi over the issue again later in the day.

“People of India do not know, even the people of Punjab do not know what Modi knows. Modi knows that there is no drug problem in Punjab. Modi knows but the people of Punjab do not know. It is most unfortunate… all wisdom comes from Modi. What he says is the truth,” senior Congress leader Kapil Sibal said in Delhi.
