CAR CRASH Three students drive over pavement dwellers near Kashmere Gate, one charged with culpable homicide

An 18-year-old student of Delhi Public School was arrested after he ran over a group of homeless people sleeping on a pavement in north Delhi early on Thursday, killing one and injuring at least three others as he drove back and forth over the victims while trying to flee.

Police said Samarth Chugh, a Class 12 commerce student of DPS, Mathura Road, was driving the car that belongs to his friend’s father, and he lost control when he approached a bend at the Yamuna Bazaar railway underpass on the stretch leading towards ITO from Kashmere Gate. The hatchback climbed the footpath where homeless people, including children, sleep every night.

A senior officer said the car crushed four people, and dragged two of them for at least 10 metres as the teenager drove back and forth to free the vehicle of the men stuck underneath.

But he could not escape because of a flat front tyre, and the engine died.

A police patrol caught Chugh, while two of his classmates traveling with him escaped. The friends were caught later in the day.

All three are from the Model Town area in north Delhi, and they apparently spent the night at one of the friend’s home studying for their exam on April 29.

Early in the morning, they were allegedly driving down to school in their tracksuits.

Senior officers doubt Chugh’s statement that they were on their way to school as it was too early, and they were not in their uniform.
