Govt to seek share of Nirbhaya fund for rape victims’ aid cell

NEWDELHI: The Delhi government is going to seek a share from the Centre’s Nirbhaya Fund to set up more one-stop centres for victims of rape and domestic violence.

Women and child developmen­t (WCD) minister Manish Sisodia on Friday wrote to the department, seeking a plan to set up more such centres. He has asked the secretary of the department to submit the report in 10 days. At present, Delhi has only nine one-stop centres located in different state government-run hospitals. The minister issued the directive, expressing concern over the quality of the existing centres. “If these one-stop cen- tres are brought under the Nirbhaya Fund, then the Delhi government will have to follow a set template that will help us upgrade the existing ones too,” said a WCD official.

According to the Central rules, one stop-centre is a place that offers all levels of facilities to victims of rape and domestic violence. “It helps provide all kinds of connection­s to the victim. Doctors, counsellor­s, forensics, legal aid – all will be available under one roof,” another department official said.

Over the past one month, the department has been holding meetings with hospitals to add more such centres. But there have been no results yet as almost all hospitals have said they do not have adequate space.

Sisodia has also sought a separate report from the department about the number of women who have visited these centres in the past one year. He asked officials if measures are taken to advertise about the facility. “Provide inspection details of all the nine centres, including the date and the time of last inspection with the officer’s name.
