NEW DELHI: Delhiites now do not have to step out of their house to buy stamp papers, a first in the country.

The revenue department of the Delhi government has introduced an online system where people can take printouts of stamp papers valued up to ₹500.

“Under the new facility, people will have to pay online and then they will automatically get a print-out enabled stamp paper. This was introduced earlier this month,” a revenue official said.

Data with the department suggests that 99 per cent of the around 50,000 stamp papers issued daily in the city are those valued of up to ₹500.

“Of the 49,500 stamp papers of up to ₹500, 80 per cent are those of ₹10. The volume is so huge that this move will come as a big respite to many,” another official said.

Stamp papers are used in various affidavits, rent agreements, indemnity bonds, declarations, divorces, loans, partnerships and so on.

Before this, only online payment facility of stamp papers was available and people still had to visit a stock holding office or kiosk to get the final document.

While Delhi is the first to have this service in India, the revenue department has also rolled out a separate scheme for stamp papers valued above ₹500. Under this, one can pay online with an extra charge of ₹48 and the stamp paper will be deliv- ered at the applicant’s residence in two days.

“In a few weeks, we are also going to launch an express delivery system for high value stamp papers. So, those who urgently need it will get the document delivered in a day’s time by paying a bit extra,” the official said.

The auto-generated stamp paper, a print out of which can be taken, will not have the notary’s signature as usual.

The paper will have a unique number which will be blocked by the system so that the person’s future transactions and stamp papers get automatically updated in the revenue department’s cloud.

Officials said these steps are being taken to facilitate ease of doing business.

“But, it is also aimed at removing touts. There have been complaints of hoarding stamp papers and these initiatives will eliminate such mafias,” another official said. For stamp papers up to ~500: Pay online. Instantly a signed stamp paper will be issued. take a print out of it and it will be acceptable for all works.

For stamp papers of more than ~500: Pay online. Pay extra ~48 to get the same delivered to you at your home in two days. Coming soon: An express service will be launched soon where stamp papers of value higher than ~500 will be delivered at your home on the same day at an extra charge.
