Parliament panel asks IAS academy to revise course
nNEW DELHI: The Lal Bahadur Shastri National Academy of Administration (LBSNAA ) should “recalibrate its course” to make civil servants “emotionally intelligent and ethical to cope with changing nature of the service”, a parliamentary penal has recommended.
“The Committee feels that the Globalization has brought about paradigmatic transformation in government, governance and public administration. Civil Servants are expected to deliver under very trying circumstances and with adequate resources. They are required to develop new knowledge and skills in order to meet this challenge of globalization,’’ the Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice has said in its report.
The report said emotional Intelligence can equip and prepare the civil servants to handle such pressures and constraints with ease. “Thus, the committee recommends LBSNAA to re-orient its training strategy and curriculum aimed at making civil servants emotionally intelligent.”
LBSBNAA is located in Mussorie and is the premier institution for training civil servants.
The panel has recommended that the bureaucrats under training should undergo “measures to instil ethics and values of public life” while citing rising cases of corruption.
The panel, which is led by Bharatiya Janata Party lawmaker Bhupender Yadav, has also recommended a host of other reforms to increase the efficiency of the services.
“That is nothing new,” said former LBSNAA director Padamvir Singh. “Emotional, social intelligence and ethics are central to the training of civil servants. A lot of behavioural inputs are a part of the leadership training.”
