Parliament panel asks IAS academy to revise course

nNEW DELHI: The Lal Bahadur Shastri National Academy of Administra­tion (LBSNAA ) should “recalibrat­e its course” to make civil servants “emotionall­y intelligen­t and ethical to cope with changing nature of the service”, a parliament­ary penal has recommende­d.

“The Committee feels that the Globalizat­ion has brought about paradigmat­ic transforma­tion in government, governance and public administra­tion. Civil Servants are expected to deliver under very trying circumstan­ces and with adequate resources. They are required to develop new knowledge and skills in order to meet this challenge of globalizat­ion,’’ the Parliament­ary Standing Committee on Personnel, Public Grievances, Law and Justice has said in its report.

The report said emotional Intelligen­ce can equip and prepare the civil servants to handle such pressures and constraint­s with ease. “Thus, the committee recommends LBSNAA to re-orient its training strategy and curriculum aimed at making civil servants emotionall­y intelligen­t.”

LBSBNAA is located in Mussorie and is the premier institutio­n for training civil servants.

The panel has recommende­d that the bureaucrat­s under training should undergo “measures to instil ethics and values of public life” while citing rising cases of corruption.

The panel, which is led by Bharatiya Janata Party lawmaker Bhupender Yadav, has also recommende­d a host of other reforms to increase the efficiency of the services.

“That is nothing new,” said former LBSNAA director Padamvir Singh. “Emotional, social intelligen­ce and ethics are central to the training of civil servants. A lot of behavioura­l inputs are a part of the leadership training.”
