Now, ‘Admn Scheme’ to apply in 971 secondary Sanskrit schools in UP

PRAYAGRAJ : Akin to over 4500 government-aided secondary schools of the state, now the prescribed “Scheme of Administra­tion” will be strictly implemente­d in all 971 government­aided secondary Sanskrit schools functionin­g across 75 districts of Uttar Pradesh.

A total of 1,164 Sanskrit schools are being run by the Uttar Pradesh Secondary Sanskrit Education Board. Of them, 971 are government-aided schools. Over 90,000 students are studying in these schools. Prayagraj has 42 Sanskrit schools.

The “Scheme of Administra­tion” spells out the various aspects of managing an academic institutio­n as per set government norms. They include the compositio­n and election of school management committees and various other norms like count of members needed to form the necessary quorum besides other aspects, say state education department officials.

Vinay Kumar Pandey, the director (secondary education) and head of Uttar Pradesh Secondary Sanskrit Education Board, has conveyed this decision in his missive dated July 9, 2021 sent to all divisional joint directors (education) and the district inspector of schools (DIOSs), the officials add.

The missive concedes that the “Scheme of Administra­tion” is not yet implemente­d in the secondary Sanskrit schools of the state. “For better management and control of secondary Sanskrit schools, the “Scheme of Administra­tion” is to be mandatoril­y implemente­d in each secondary Sanskrit school from the academic session 2021-22,” says the missive, a copy of which is with HT. The missive instructs officials to issue directives and ensure implementa­tion of the “Scheme of Administra­tion” in all secondary Sanskrit schools functional in their respective districts and divisions immediatel­y.

The “Scheme of Administra­tion” or “Prashashan Yojana”, an 18-page document and as per the Intermedia­te Education Act 1921’s section 16A, necessitat­es a “Scheme of Administra­tion” for each secondary education institutio­n functionin­g in Uttar Pradesh. “Among other things, it provides for the constituti­on of a committee of management vested with authority to manage and conduct the affairs of the institutio­n,” said Lalmani Dwivedi, the state general secretary, Uttar Pradesh Secondary Teachers’ Associatio­n (Thakurai Group).

“Intermedia­te Education Act 1921’s section 16A (5) makes plain that the “Scheme of Administra­tion” of every institutio­n is subject to the approval of the director and no amendment to or change in it can be made at any time without the prior approval of the director,” he added. “The “Scheme of Administra­tion” is in a way an internal rule of law for the operation of schools. How will the management committee be formed, who will be the members, what will be their functions and responsibi­lities, how will the election of the managing committee take place and what will be the tenure etc,” Dwivedi added.
