State govt spells out teachers’ recruitmen­t process in fresh order

PRAYAGRAJ : Ending all uncertaint­y, the state government has finally made it clear that managers will not be a part of the teachers’ recruitmen­t process in schools running under the state social welfare department across Uttar Pradesh.

Issuing a fresh government order, the state government has clarified the process that would now be implemente­d for recruitmen­t of teachers in 571 such schools would be overseen by a selection committee functionin­g under respective district magistrate­s, the officials concerned say.

Prayagraj alone has 31 such schools running under the state social welfare department. An order issued by principal secretary (social welfare department) K Ravindra Naik on September 22 makes plain the recruitmen­t process of teachers pointing out that an order issued in January 16, 2004 and September 21, 1995 stands integrated and effective.

The order, copies of which have been sent to all divisional commission­ers, district magistrate­s, divisional deputy directors of social welfare department and district social welfare officers, make plain that under the valid system for recruitmen­t, a committee headed by the district magistrate or an officer nominated by him and having principal of the school concerned, the respective district basic shiksha adhikari and an officer of minority community acting as its members would undertake the process.

The district social welfare officer concerned would be the member secretary of this panel. The order also makes plain that for undertakin­g a recruitmen­t a permission of the state government would need to be taken, a senior official of the state social welfare department said.

The officer said the state government had issued orders in this regard in September 1995. However, manager of a school in Jalaun had moved the court against it which had stayed the order.

Later in May 2008, the high court dismissed the petition and lifted the stay on the order’s implementa­tion. However, confusion over it still prevailed among the officials and through this order all uncertaint­y regarding the process now stand cleared, he added.

District social welfare officer, Prayagraj, Praveen Singh confirmed the receipt of the order. “With this, now all recruitmen­t of teachers and creation of new teaching posts in government aided primary schools functionin­g in the state under the social welfare department would be undertaken as per this order and the procedure specified under it,” he added.

The list of selected teachers endorsed by the selection committee would be sent to director, social welfare department by the district social welfare officer concerned for approval and once the green signal is received, manager of the school concerned would issue the appointmen­t letter to the selected teacher concerned within a month of the approval.

Earlier, the appointmen­ts of teachers in all such schools across the state were done with the approval of the school manager and the district social welfare officer concerned.

However, a lot of complaints regarding irregulari­ties kept surfacing from time to time and recently a school had hit headlines for issuing a recruitmen­t advertisem­ent for teachers without even taking an approval from the BSA as needed, officials said.
