HARIDWAR: A special task force (STF) of Uttarakhand police and Uttar Pradesh police have attached property and assets worth ₹200 crore of gangster Yashpal Tomar who is accused of honey-trapping people. He is now lodged in Haridwar jail.

STF officials said investigating agencies were looking for three women - Sheetal, Reshma and Kiran - who accompanied Tomar in honey-trapping people to extort money.

The gangster, through these women, used to threaten the targeted persons and those who didn’t pay money were made accused in fake rape cases which were filed by these women.

Eight such cases were filed by these women in various police stations of Uttar Pradesh and Uttarakhand in the past two years, said STF officials.

Movable and immovable properties of gangster Tomar from Baghpat are being attached under the Uttar Pradesh Gangsters and Anti-Social Activities (Prevention) Act 1986, which is also in force in the hill state.

According to rough estimates, properties worth ₹1,000 crore of the gangster are spread in Haridwar, Dadri, Badaut, Loni, east Delhi and other cities. Luxury cars, including a bullet-proof car, worth ₹1.5 crore have been attached by Uttarakhand STF.

In January, Tomar and three of his other accomplices were arrested from Gurugram in Haryana over their involvement in multiple cases of land and property fraud.

“A case was filed by Delhibased Girdhari Lal against Tomar at Jwalapur police station in Haridwar, accusing the gangster of intimidating and threatening him to sell his 56 bighas of land in Jwalapur (Haridwar). After the case was filed, the STF arrested Tomar from Gurugram,” said Senior Superintendent of Police (STF) Ajay Singh.

Tomar along with other gangsters, Dheeraj Kumar of Rajasthan and Girdhari Chawla and Sachin Chawla of Delhi, had allegedly duped several people in name of selling property and through honey-trapping.

“Till date, about ₹200 crore worth of property of Yashpal Tomar has been seized by Uttarakhand and Uttar Pradesh police and more property is being earmarked for a similar procedure. We are also tracing the three women involved with the gangster in duping, threatening and filing fake rape cases against those who didn’t agree to their extortion demands,” said Singh.

Tomar hails from village Barvala in Baghpat district in Uttar Pradesh and was a farmer. Later, he came in contact with a police officer and he closely assessed police working in particular cases especially related to disputed properties.

In 2002, Tomar was arrested by police in Haridwar for keeping illegal arms and forgery. From prison, Tomar operated his illegal network of extorting money, grabbing disputed properties and falsely levelling cases of rape and molestation against traders, businessmen and property dealers. “Tomar in film style used to target and pressurise people involved in disputed property or having vacant land at the commercially viable area. He used to file cases against the targeted persons in such a way that it appeared realistic having good knowledge of legal affairs. Honey trap has been his main weapon along with filing fake cases as a result of which many targeted businessmen handed their properties to him under pressure,” an intelligence official of Uttarakhand said on condition of anonymity.

Some of the seized property of Tomar include 1,376 hectares land worth ₹63 crore at Chitehàra village, GB Nagar, ₹16 crore worth property at Barvala, Baghpat, ₹72 crore worth 2,455 hectares land at Haridwar, ₹98 lakh worth land at Ramala village, Baghpat. Fake vehicle theft report of his luxurious cars and then using the insurance amount paid has also come to light, which STF is further investigating. He used to sell his cars in the market in Meerut and then used to lodge car theft cases getting insurance amount as well.
