Catching the wrong nerve

The IITs’ deciding to push the qualifying marks to as low as 6.1% and opening more centres is catching the wrong nerve to fix a problem that lies elsewhere. Schools have become the experimenting grounds of policymakers, while teachers and students struggle to adjust to frequent changes.
