Here’s what CAG noted about private higher education scenario

Absence of provision for charging processing fee for setting up 55 private degree colleges by the higher education department for the period 2008-14 resulted in loss of revenue of Rs 97 lakh to government No-objection certificat­es were issued by medical education and research department to Dashmesh College of Nursing, Gurgaon, after obtaining bank guarantee of Rs 1 crore instead of Rs 3 crore. Similarly, NOCs were issued to three private degree colleges without obtaining bank guarantees of Rs 3 crore. NOC for opening of KD Degree College, Mahendraga­rh, from session 2014-15 was issued (November 2014) without obtaining the proper change of land use (CLU) nod.

Physical verificati­on of Manav Institute of Pharmacy, Manav Institute of Technology and Management and Manav Institute of Education located at Jevra (Hisar) showed lack of furnished classrooms, labs, library and facilities of drinking water, sanitation. On the day of the visit, May 1, 2015, there were no classes and faculty at the institute for BEd students. The management stated in May 2015 that they had gone for teaching practice for which no proof was shown to the audit. Chaudhary Devi Lal University (CDLU) favoured CRDAV Girls College of Education, Ellenabad, Sirsa, regarding extension/grant of affiliatio­ns despite “inadequate building/ infrastruc­ture”. Similarly, recognitio­n to open Nehru College of Education in Alikan village, Sirsa, was given on incorrect informatio­n.
