Nod to exgratia for families of poll personnel killed in violence
Up to ₹20 lakh to be given in wake of death of polling staff on duty
CHANDIGARH: The Haryana cabinet, which met under the chairmanship of Manohar Lal Khattar here on Thursday, approved a policy regarding payment of ex-gratia lump sum compensation to families of polling personnel who die or get injured during conduct of state panchayat and municipal elections.
In case of death of polling personnel during election duties, the family will be given a compensation of ₹10 lakh. In case of death caused due to any terror attack or violence by anti-social elements, the amount of compensation will be ₹20 lakh. In case of permanent incapacitation ₹5 lakh and ₹10 lakh will be given to the injured personnel, in the respective case.
2% POWER BILL AS MC TAX
The cabinet also approved the proposal to change the rate of municipal tax in municipal corporations, municipal councils and municipal committees from 5 paisa per unit of electricity consumed to 2 % of the consumed electricity bill amount.
The decision aims to give a boost to the fund-starved civic bodies. Except for Panchkula and Gurugram where civic bodies have sound revenue generation, almost all the other eight municipal corporations and about 70 municipal councils and committees are in poor financial health.
Also, civic bodies have a pending bill of ₹250 crore due to power utilities only for street lights in the state. The 5 paise tariff in power bill was brought in effect by civic bodies over 15 years ago.
BUS FARE TO BE IN MULTIPLES OF ₹ 5
The cabinet also approved a proposal that bus fare beyond ₹15 will be charged in multiples of ₹5 and fares below ₹15 will be charged as ₹5, ₹7, ₹10 and ₹12. Fares above ₹15 will be reduced or hiked to the nearest multiple of five. The decision was said to be taken mainly to do away with the issues pertaining to loose money (change) due to which there had been plethora of complaints against bus conductors.
DRONES TO CHECK ENCROACHMENTS
The cabinet decided to conduct aerial surveys by using drones to keep a check on illegal encroachment and construction on government properties in the state. The cabinet approved that a survey will be conducted in Karnal, Gurugram and Faridabad. On success of this pilot run, the project will be implemented in the remaining districts also.
RELIEF TO DIFFERENTLYABLED TEACHERS
Keeping in view experience of one year of implementation of teachers’ transfer policy 2016, some modifications and amendments were approved in the policy to make it more effective. The cabinet approved a change in the policy, making exemption for 100% visually-impaired, cancer patients, paralysis patients and 100% motor function handicapped people who have undergone bypass operation and those undergoing dialysis to get the transfer of their convenience.
VAT RULE AMENDED
The cabinet approved an amendment in Rule 42 of the Haryana Value Added Tax Rules, 2003. The amendment will facilitate speedy disposal of refund files and enhance ease of doing business in the state. Now, refunds up to ₹50 lakh arising in a single order will not be required to be taken up at the headquarter-level, and will be allowed at district or range-level. Likewise, another committee will be competent to allow the refund of above ₹25 lakh and up to ₹50 lakh while another committee will be competent to allow refund of up to ₹25 lakh.
NOD FOR GMADA ORDINANCE
The cabinet also approved the Gurugram Metropolitan Development Authority (GMDA) Ordinance, 2017. The ordinance aims at developing vision for continued, sustained and balanced growth of Gurugram metropolitan area by providing quality of life and reasonable standard of living to residents through generation of employment opportunities.
DOCS’ SC POSTS DE-RESERVED
The cabinet approved proposal to de-reserve and carry forward 241 posts of HCMS doctors meant for SC and ESM categories on account of non-availability of applicants and fill up vacant posts of medical officers. Non-availability of applicants belonging to these categories is an important reason for the shortage of doctors in Haryana.
JOB FOR MARTYR’S KIN
The cabinet approved the proposal to give appointment in group-C post to Sanjeev Kumar, elder brother of martyr constable Mandeep Singh, on compassionate grounds. Mandeep Singh, resident of Kurukshetra, was killed in militant firing in Machhal sector in Jammu and Kashmir on October 28, 2016.
