Kapoor was charged with causing financial loss to the university
Farid University of Health Sciences (BFUHS) has dismissed its suspended assistant registrar, Surinder Kapoor, for causing financial loss to the university.
The university had charged Kapoor, on suspension since July 2017, with not imposing penalty on suppliers for late delivery of orders and seeking bribe from two private firms based in Amritsar.
Vice-chancellor Dr Raj Bahadur said the suspension orders were issued on September 24 and were based on a departmental inquiry that Dr Arvind Sharma, the varsity registrar, had conducted.
The report found that during Kapoor’s tenure, there were more than 20 cases in which penalty for late delivery of supplies were not imposed.
“The bribe charge against (Kapoor) is not directly proved, but at the same time as per circumstantial evidence, the possibility can’t be ruled out of claims by complainants that if they would have agreed to pay the amount of money desired by Kapoor, their penalty (for late supply) would not have been deducted,” Sharma’s report said.
It added, “Kapoor had played foul, while dealing with monetary affairs. It has been pointed out that whenever dealing with financial sanction of purchases, he had not put in the penalty clause despite repeated reminders by the competent authority.”
It concluded, “Kapoor acted in an autocratic manner, ignored the orders of the competent authority and tried to bypass the apex university.”
Kapoor was given an opportunity to reply, but the competent authority did not find it satisfactory.
When contacted, Kapoor said, “The charges are baseless and untenable. All norms were followed in making purchases. There has been no procedural lapse or financial loss. The action against me is unjustified and wrong.”
