GST, SERVICE OF ENGG AMENDMENT BILLS PASSED

CHANDIGARH: The Haryana goods and services tax (amendment) Bill, 2019 and the Haryana service of engineers, group A, public works (buildings and roads) department (amendment), Bill, 2019, were passed on the concluding day of first session of 14th Vidhan Sabha here on Wednesday.

The Haryana goods and services tax (amendment) Bill, 2019, provides alternativ­e compositio­n scheme for suppliers of services or mixed suppliers. It provides for mandatory Aadhar submission or authentica­tion for persons who intend to take or have taken registrati­on under the Act.

The Bill provides that the supplier will compulsori­ly offer facility for digital payments to his recipient and for furnishing of annual returns and quarterly tax payments.

Besides, it provides the taxpayer the facility to transfer an amount from one head to another in the electronic cash ledger.

The Bill also provides for a single interface for disbursal of refund by a single authority and empowers the authority to impose penalty equivalent to 10% of the profiteere­d amount.

The Haryana Service of

Engineers, Group A, public works (buildings and roads) department (Amendment), Bill, 2019 would amend the Haryana Service of Engineers, Group A, public works (building and roads) Department Act, 2010.

It will apply to persons who are members of the service and have been appointed on or after November 4, 2010. The Bill provides that there will be a common cadre for promotion to the post of engineer-in-chief, provided there are separate posts of chief engineer for electrical and mechanical cadres.

The posts would be filled up by the committee on the basis of seniority-cum-merit.
