E-STAMPING FACILITY LAUNCHED IN UP
FIRST PHASE System inaugurated in eight districts
The state government on Saturday launched electronic-stamping (e-stamping) facility simultaneously in eight districts of the state in the first phase. They are: Lucknow, Kanpur, Varanasi, Allahabad, Gautam Budh Nagar, Agra, Ghaziabad and Meerut. The alternative system to the existing manual process ensures a secure and convenient way of paying non-judicial stamp duty of
R10,000 and above denomination to the government.
LUCKNOW: The state government on Saturday launched electronic-stamping (e-stamping) facility simultaneously in eight districts of the state in the first phase. They are: Lucknow, Kanpur, Varanasi, Allahabad, Gautam Budh Nagar, Agra, Ghaziabad and Meerut.
The alternative system to the existing manual process ensures a secure and convenient way of paying non-judicial stamp duty of R10,000 and above denomination to the government.
The government has entered into an agreement with Stock Holding Corporation of India Ltd (SHCIL) to provide the service through its offices and authorised collection centres at seven designated banks in the districts.
“The new computer-based system promises to check irregularities in sub-registrar offices, plug revenue leaks and offer people seamless services,” Raja Mahendra Aridaman Singh, minister for stamps and registration, said after launching the facility here.
With the launch of e-stamping, Uttar Pradesh has become 13th state in the country to have the IT-enabled facility. The government has approved Allahabad Bank, Bank of Baroda, Punjab National Bank, Canara Bank, Corporation Bank, Central Bank of India, Bank of India and IDBI Bank for setting up collection centres for the facility. As a symbolic beginning to the facility, a stamp of Rs 16 lakh was bought through the electronic system during the launch.
Speaking on the occasion, chief secretary Jawed Usmani said that apart from increasing the efficiency of service, e-stamping was secure because it would allow an audit trail and cross-verification of transactions, besides being tamper proof.
Minister of state for stamps and registration Manoj Paras, and minister of state for zoological gardens and Lucknow in-charge SP Yadav were also present during the occasion.
“Any person who wants to avail the facility will be given a system-generated unique identification number (UIN) that will be mentioned on the one page e-stamp certificate provided at the bank. The person then needs to submit the certificate at the concerned sub-registrar’s office,” Alok Kumar, inspector general and commissioner, stamps and registration, said.
The government expects to save about R50 crore as a result of this paperless service. It also plans to computerize all the 355 sub-registrar offices across the state by the end of 2014. KANPUR DM OPENS SALES COUNTER KANPUR: E - stamping wa s launched in Kanpur on Saturday with district magistrate Sameer Verma inaugurating a sales counter for the e-stamps at the Krishna Tower.
The Stock Holding Corporation of India (SHCI) Limited has set up the sale counter for the e-stamps.
Varma said e-etamping would help registry seekers in getting required quantity of stamps for registry easily and would also protect them against fake stamps often sold by vendors
The stamps would be available at the designated bank branches and there would be no need of withdrawing cash.
